The Nigeria Governors’ Forum has commended the Katsina State Governor, Malam Dikko Umaru Radda, for positioning the state as a national leader in the adoption of Digital Public Infrastructure.
The commendation was given by Mr. Sina Ayatola, who led the NGF Digital Public Infrastructure National Working Group delegation during a recent visit to the Governor in Abuja.
The NGF praised Governor Radda for using Digital Public Infrastructure as the foundation for a whole-of-government digital transformation in Katsina State.
According to the forum, the Governor’s vision of building a One Government Enterprise has addressed long-standing challenges of fragmented resident identity systems, siloed data, duplicated records, and poor interoperability across Ministries, Departments, and Agencies.
The NGF noted that Governor Radda recognized that sustainable reform required more than isolated digital projects, placing Digital Public Infrastructure at the core of institutional and governance reform.
To deliver this vision, the Governor mandated the Katsina State Information and Communication Technology Development and Regulation Agency to collaborate with the NGF Digital Public Infrastructure National Working Group to develop a practical framework that addresses these challenges.
This collaboration resulted in the iKatsina Framework, a unified approach to resident identity, data governance, and interoperability across government.
The framework has since been adopted by the Katsina State Government and received national commendation from the NGF, with other subnational governments already referencing it as a benchmark for Digital Public Infrastructure adoption.
The NGF stated that Katsina’s approach demonstrates how states can lead nationally by aligning technology, policy, and institutions under a single enterprise vision.
“Katsina State is building a digital government that is coherent, citizen-centric, and sustainable. This is the kind of leadership Nigeria needs,” the delegation stated.
In his response, Governor Radda reaffirmed his administration’s commitment to digital transformation and citizen-centered governance.
He emphasized that his government is dedicated to ensuring that every Katsina resident has a unique digital identity to enable seamless access to government services.
“Our goal is to build a digital government where every resident is recognized, every service is accessible, and every data point is secure. Digital Public Infrastructure is not just about technology—it is about improving lives and delivering better governance,” Governor Radda stated.
He commended the Nigeria Governors’ Forum for championing the Digital Public Infrastructure initiative and pledged Katsina State’s continued collaboration with national and subnational partners to advance digital governance in Nigeria.
The Governor also thanked the NGF delegation for their visit and assured them of Katsina State’s readiness to share its experiences and support other states in adopting similar frameworks.
